Family Resource Specialist
The Family Resource Specialist provides support to Coast Guard families enrolled in the Special Needs Program and provides Coast Guard members
and families with resources for adoption, child care, elder care, and scholarships
By following specific procedures and guidelines, efforts will be made to ensure that active duty personnel with family members who have special needs are assigned to duty stations where resources are available to support their needs with access to, and availability of, medical, educational, and community services. Enrollment in the program is mandatory for active duty members and members of the selected reserve on orders for 181 days or more who have dependent family members diagnosed with medical, psychological, physical, or education special needs.

The Health Promotions Program Manager (HPPM) provides guidelines and resources regarding physical fitness, nutrition, stress management, weight management, health risk reduction, and unit health promotion program planning.

Personal Financial Manager
The Personal Financial Manager (PFM) is an Accredited Financial Counselor® and the designated subject matter expert in all areas of personal finances. The PFM provides Financial Counseling, Financial Training, and Financial Information and Referral. Areas that are normally addressed with the PFM include, but are not limited to:
- Goal Setting and Spending Plans
- Service Member Civil Relief Act Questions
- Transitional and Security Clearance Challenges
- Debt Reduction and Credit Management Strategies
- Credit Report and Identity Theft Assistance
- Home and Car Buying Strategies
- Thrift Savings Plan (TSP) Questions
- Retirement and Estate Planning Strategies
The PFM also trains the Command Financial Specialists (CFSs) that are able to provide Basic Budgeting and Financial Information and Referral at the unit level.

Sexual Assault Response Coordinator
The Sexual Assault Response Coordinator (SARC) supports units and personnel with the prevention of sexual assault, the response to allegations of sexual assault and the recovery process for victims and survivors. The SARC assists military and community members with all aspects of handling prevention and responses to sexual assault. The SARC provides mandated trainings on Sexual Assault and trains Sexual Assault Victim Advocates to provide pertinent training, crisis intervention and ongoing support at their units.

Transition Relocation Manager
The Coast Guard District 5 (CGD5) Upper Region Transition Relocation Manager (TRM) assists active duty transitioning personnel with their career transition. Assistance is also provided to reservists serving on extended active duty (EAD).
Members retiring/separating from active military service are advised to enroll in a Coast Guard Transition, Goals, Plans, Success (TGPS) or Department of Defense Transition Assistance Program (TAP) workshop NLT 24 months prior to their separation date.
Additionally, CGD5 Upper Region TRM assists military spouses with employment opportunities, family support, housing assistance and relocation resources, Ombudsman contacts, resume preparation and review, and much more.
