Captain Richter Tipton currently oversees world-wide training and education for the U.S. Coast Guard. In this capacity, he is directly responsible for all resident and classroom training, distance learning and its training enterprise composed of seven national training campuses and 12 regional, specialized training sites. In addition, he oversees Service-wide voluntary education and tuition assistance programs, and supervises a quota management center for scheduling and tracking students, and an institute for processing on-online and correspondence courses.
His most recent tour was as the Coast Guard’s Maritime and Arctic strategist in the Policy, Strategy, Partnering , and Policy Directorate of United States European Command, Stuttgart, Germany. In that position he developed basic military/political policy and planning for Arctic and migrant activities involving relations with other U.S. combatant commands, allied, and international military organizations, as well as subordinate commands.
Previously he served as the Senior Defense Official/Defense Attaché to the Republic of Haiti from 2012 to 2014, Asia-Pacific International Port Security Liaison Officer Coordinator stationed in Tokyo, Japan in 2011 and as an International Port Security Liaison Officer for five Oceania countries from 2008 to 2010. His portfolio included the Island Nations of Fiji, Tonga, Tuvalu, Kiribati, and Nauru as well as the protectorates of New Caledonia and French Polynesia.

Captain Tipton served two years aboard the Coast Guard Cutter RUSH and has spent 11 years in various tours throughout the Coast Guard training system. This includes two tours at Training Center Petaluma, CA and the Coast Guard Academy as a Leadership and Management instructor and two tours in Washington, DC, one as a human performance consultant and another as a training analyst and Chief of Distance Education.

Captain Tipton received his commission through the Coast Guard Academy in New London, Connecticut in 1994. He has a Bachelors of Science in Civil Engineering and holds a MS in Education from Indiana University and an MA in National Security and Strategic Studies from the Naval War College.

Captain Tipton’s personal awards include a Defense Meritorious Service Medal, a Coast Guard Meritorious Service Medal, four Commendation Medals, and three Coast Guard Achievement Medals. He is a South Texas native and is married to Meredith Whitney of Kansas City, KS.
